𝑩𝒚 𝑺𝑬𝑨𝑴𝑬𝑶 𝑺𝑻𝑬𝑴-𝑬𝑫
On August 22, 2023, a convocation convened at the serene environment of Los Banos, Laguna, Philippines ─ home to the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEAMEO SEARCA). This gathering featured thirty-three distinguished participants hailing from a constellation of sixteen SEAMEO Centres and Units, who assembled to deliberate upon the inception of a Knowledge Management (KM) framework. This transformative initiative is poised to serve as the bedrock of SEAMEO's overarching strategy for capacity-building.
KM initiative is an integral component of the broader SEAMEO endeavor, which was inaugurated on February 29, 2012. Its mission is to harmonize and disseminate best practices, frameworks, programs, and strategic plans, while also facilitating seamless communication between both internal and external stakeholders. This initiative was initially introduced within the SEAMEO Strategic Plan (SSP) 2011-2020. However, in the revised SSP (2021-2030), the framework has undergone meticulous refinement, with a refined focus on the comprehensive SEAMEO-wide KM concept. Furthermore, the latest iteration places distinct emphasis on specific strategies and activities encompassing three pivotal domains: the establishment of information systems, engagement with external stakeholders, and the fostering of collaboration in business and partnership development.
In the wake of an extended hiatus necessitated by the unprecedented challenges posed by the Coronavirus Disease (COVID-2019) Pandemic, SEAMEO Centres embarked on a momentous resumption of their vital symposium. Spanning two full days, this reinvigorated assembly convened a distinguished cohort. In attendance were SEAMEO unit heads, a centre director, and a network coordinator, alongside five deputy directors/coordinators, six Knowledge Management (KM) heads, assistant heads, or coordinators, and nine communication/public relations/corporate affairs/international relations heads or staff. Additionally, three information technology heads and staff, as well as eight heads or staff representing other integral units within their respective SEAMEO Centres, were also present to partake in this significant gathering.
The two-day event featured a dynamic agenda led by Ms. Pintip Iamnirath, the Deputy Director for Administration and Communication at the SEAMEO Secretariat (SEAMES). At the commencement of the event, Ms. Iamnirath delivered a compelling presentation elucidating her vision for Knowledge Management (KM) within the SEAMEO context.
Her address encompassed four salient themes: the SEAMEO-wide KM framework and coordination mechanism, SEAMEO-wide information management, SEAMEO-wide communication with external stakeholders, and SEAMEO-wide initiatives for business and partnership development. This presentation provided valuable insights into the core principles and strategic avenues that will shape the KM landscape within SEAMEO.
The participants were organized into distinct groups with the purpose of conducting brainstorming sessions and engaging in in-depth discussions pertaining to the vision and desired outcomes for each aspect of the forum's deliverables. These components encompassed the KM framework, information management, and related subjects. Within this collaborative environment, participants explored best practices and strengths associated with each specific area while also identifying areas of vulnerability and potential weaknesses in terms of KM functions within SEAMEO and specific units.
Within the SEAMEO STEM-ED domain, the esteemed members of fellow SEAMEO Centers were provided with an insightful overview of the programs that this Center is actively pursuing and contributing to. One such program, titled "Using Colouring Book to Enhance Unplugged Computational Thinking," has been prominently pushed forward by SEAMEO STEM-ED's Director, Dr. Kritsachai Somsaman. The program is underpinned by the aspiration to infuse creativity and joy into the educational journey, facilitating cognitive development while ensuring accessibility for all students.
As a culmination of this highly productive two-day event, participants reached a unanimous consensus to embark on the next phase of advancing the SEAMEO-wide Knowledge Management (KM) framework. Central to this endeavor is the formulation of a comprehensive strategy and actionable plan for the implementation of the KM system, which may be organized differently across various SEAMEO Centres. This collective effort is intrinsically guided by the shared objective to harness the full potential of KM for the greater benefit of the Southeast Asian region as a whole.
